where can find repository newest version of ubuntu?

add-apt-repository ppa:noobslab/themes

does not work, results error:

cannot add ppa: 'ppa:~noobslab/ubuntu/themes'. error: '~noobslab' user or team not exist.

what should do?

ppa:noobslab/themes not have packages in ubuntu 16.10. latest published packages in ppa:noobslab/themes ubuntu 16.04.
