14.04 - date and hwclock is out of sync after every reboot - Ask Ubuntu

i have searched previous questions unfortunately did not solve problem therefore wanted ask.
checked bios time, set localtime zone (gmt+3)

but in ubuntu things different here's sample output of date , hwclock

$ date sun oct 30 14:12:12 +03 2016 $ sudo hwclock sun 30 oct 2016 11:12:14 +03  -0.223741 seconds

problem is, use rtcwake commands often. used set rtcwake stuff nowadays ubuntu acting out , it's setting rtcwake via hwclock, can see it's 3 hours behind comparing time is. says +3 it's not affective, seemed me cosmetics.

looking thanks.
