xfce - Cannot create connections through Network Manager - All fields in form greyed out - Ask Ubuntu

my problem this: can't create new openvpn (or other type) connection using network manager in azure ubuntu 16.04 lts virtual machine. reason once click "create", options in editing form appear greyed out (see screenshot) , can't enter information in fiel of tab.

editing vpn connection - greyed out

i login default user created during installation, , use remote desktop connection windows access ubuntu vm through xfce desktop. i've installed usual openvpn packages , network manager plugins (otherwise openvpn option wouldn't appear).

i clueless... can help, please? none of suggestions in this similar question worked me...

thanks in advance!!

edit 1: tried changing permissions "inactive" sessions in /usr/share/polkit-1/actions/org.freedesktop.networkmanager.policy hinted @steeldriver, still having same problem :-(

also, have noticed weird thing: when logout remote desktop xfce session instead of logging out takes me different xfce session... 2 network manager icons in top right. if logout again, logsout , closes remote desktop.
