updates - Installed 16.10 now the whole thing is buggy. - Ask Ubuntu

i installed 16.10 today , it's made using computer impossible. want reinstall 16.04 , rid of 16.10 , never touch again. tried looking how , page led me this site can't find ubuntuinstaller. can else suggest something?
create livecd 16.04 using either unetbootin (which cross-platform), and/or rufus, windows only. sure utilize correct image cpu architecture (64-bit=amd64, 32-bit=i386, etc.).
after have burned disk image either cd or usb, boot livecd pressing f1, f8, f9, etc.-whichever button allows bring bios boot options.
once boot livecd, recommend click "try ubuntu", access internal hard drive, , transfer any needed data off of it.
after that, install gparted (be sure not reboot, livecd not retain data), , wipe internal disk. recommended format ext4.
after doing this, can either reboot live disk, or double click "install ubuntu" on live disk desktop.
the ubuntuinstaller is, in essence, "install ubuntu" part of livecd.
