what happen if change rights , file permissions in / ( root ) folder system folders 700? recommendable?

700 denies access users other superuser (eg root).

it deny running application normal user, or logging in. applications (eg in /usr) , configuration (in /etc) , data (in /var) need accessible user going run applications.

for file important inaccessible regular users, permission set. not try re-invent security features built operating system.
