What's the policy on commenting changes/value in configuration files at upgrades? - Ask Ubuntu


is there policy ubuntu developers/package maintainers commenting changes values in configuration files? i'm asking because upgrade 16.04 16.10 apparently changed /etc/nsswitch.conf include

hosts:          files resolve [!unavail=return] dns myhostname 

instead of

hosts:          files dns 

and have no idea means - , kiss have comment right in file. change might have other reasons, sake of question lets assume changed update (if has better example i'll edit question).

i'm asking because i'm configuring system system of templates diff result of variable substitution/the output of template existing file , enforce confirmation have change incorporate changes default values template.

this appears caused bug noted here , here.
