it seems laptop's graphics card broken - there blue stripes. able grub menu these blue stripes. however, once chose "recovery mode" screen freezes , cursor keeps blinking forever. goal somehow boot system , copy personal files remote host, can't presumably because ubuntu tries load amd gpu driver , switches graphics mode. same issue happens if try boot system usb flash drive.

i figured out myself. had create ubuntu server (and not desktop) flash drive. able boot in rescue command line.

it seems busybox shell environment on ubuntu server image not come scp tool. had let recovery tools mount previous partition able copy on files backup server.
