edit: tried solution recommended pilot6 doesn't apply bluetooth chipset.

so bizarre working despite device not being detected on ubuntu 16.04 earlier. after installing windows 7 , enabling device , seeing worked fine, searched details on exact module had windows name it. later discovered there change in bluez-utils 14.04 14.10 have broken device. (bluez went 4.x 5.x) installed ubuntu 14.04 confirm myself device working , was. tried install 16.10 , device still working going assume getting switch on ubuntu 14.04 or windows 7 installing later versions of ubuntu makes work.
